How to align all lines globally

Take as an example, this pdf:

If you scroll to the 3rd page (5th page in the pdf) and zoom in, you’ll observe that every line of text is lined up, between the two columns. Even after there’s a heading which isn’t lined up!

How might I go about making something like this in Typst, preferably without pulling out a grid.
