Only the innermost enum level is baseline-aligned when bounds is used—is this expected?

= default edge

+ $display(a / b)$
+ + $display(a / b)$
+ + + $display(a / b)$

= bounds edge

#show math.equation: set text(top-edge: "bounds", bottom-edge: "bounds")

+ $display(a / b)$
+ + $display(a / b)$
+ + + $display(a / b)$

By default, no matter how many levels of nesting there are, they are all baseline-aligned. But when I set the edge to bounds (e.g. top-edge: "bounds" / bottom-edge: "bounds"), only the level closest to the content is baseline-aligned; the outer levels are not aligned. Is this expected behavior? Is there any way to make the outer levels align with the inner level?
